English Councils Intend to Sell Off Community Hubs and Sports Centres to Manage Finances

According to a new study of local authorities, UK councils are preparing to offload community centers, athletic facilities, and shopping arcades as they rely on a fire sale of properties to balance the books.

Increasing Fiscal Challenges Drive Asset Sales

The Key Cities Group for second-tier cities in England stated that six out of ten of councils are planning to dispose of properties to meet the rising costs of adult and children’s social care.

Councils have in the past faced criticism for selling public land and land to support their finances, but they argue they must continue to raise vital cash from asset sales or face insolvency.

The group noted that a significant number of authorities seeking to generate funds from a fire sale of assets marked “a clear change from 2024, when the largest share (60%) of local leaders said they would focus on service redesigns and utilising financial reserves to weather growing financial challenges.”

Detailed Cases of Proposed Sales

Medway Council in Kent announced its property management strategy included the disposal of a shopping centre in Rainham and a community venue in another town to raise £20m over the next half-decade.

  • A local golf course and business parks owned in two English counties, which all provide rental income for Medway council, will additionally be sold under the plan.

Local Levy Rises and Wider Financial Pressures

The survey of local authorities in the coalition, which includes several urban centers, also found that over seven in ten of councils will need to raise council taxes next spring to cover the growing cost of essential services, higher levels of homelessness, and a longstanding accommodation deficit.

The authority explained it will press ahead with asset sales after sharp increases in the cost of children services, special educational needs and disability (Send) provision, elderly and disability services, and short-term housing.

“We are adopting innovative approaches but certain measures take time to achieve both better provisions and cost efficiency,” said a council leader.

He continued: “We face population challenges which will continue to increase the pressures we have. As a local government body, we had a drastic reduction in our central funding from over the past decade, which is extremely difficult.”

Countrywide Trends and Projections

A survey of regional authorities recently further found local finances being strained by the increasing figures of young people and adults requiring Send support.

The County Councils Network said that local shortfalls will reach 4.4 billion pounds a year by the end of the decade, as they struggle to cope with increased demand.

Government officials have put off planned reforms to the special educational needs framework until the coming year after a policy document outlining those changes was recently delayed.

Disadvantage and Funding Shortfalls

Based on the latest indices of deprivation (IMD) for UK local authorities, many key cities members were included in the most deprived in England.

  • “Member cities like several major towns place in the top 30 across the country under the latest IMD measures,” noted the report.

“Although only a single urban area is among the top 10 for deprived neighbourhoods nationally, cities are far more likely to be in the worst-off 20% of the nation. The data highlights the extent of challenges confronting municipal officials across major urban centers in the coming year,” the analysis concluded.

“Local government leaders have been clear about the necessity for a equitable and lasting funding system that reflects and addresses the actual extent of disadvantage and demand,” said a council leader.

“Without this, local authorities will continue to face impossible choices around which vital provisions to fund, and which to reduce, to the detriment of their communities.”

A fifth of councils have reduced or weakened care services in the last year, the survey revealed.
